package version include date plus git short commit, as result we may reset the

rework asm treatment on i686 and ppc64
...
- fix adding the 10b suffix to the library name
- correct the list of ASM-enabled arches:
* ppc64 can be Power5, which doesn't have AltiVec
* ppc64le always has it
* no implementation for sparc
- force non-executable stack on armv7 (#3975 )
- explicitly disable OpenCL support, it's dlopened at the moment
and not working without ocl-icd-devel
- drop doc and license from main package, libs already contain it
- update URL

Enable asm in build with 10bit on i686
...
For other libx264 with 10bit, I don't think it's relevant to also
build the non asm version since it will be used by compute intensive
video application ( and will be dlopened as isn't linked, so that's a
different story).
