Avoid pytest-cov, disable xdist in RHEL builds

Coverage tests are unwanted in both RHEL and Fedora builds:

pytest-xdist is unwanted in RHEL, so adjust the default accordingly.
Also, use the %%pytest macro to set appropriate variables.
