Update to 1.23

- New upstream release 1.23
  - Skip unsupported encodings
  - Reorganize Unicode section and mention layers
  - Amend some UTF-8 tests for PERL_UNICODE settings
  - Fix crash on error in parsing with bound columns (CPAN RT#113279)
  - Add predefined filters (not_blank, not_empty, filled)
