2.2.13 bump

A BSD-4.3TAHOE license notice in a manual referes to the program, but
the sources of the program do not quote BSD-4.3TAHOE license. It seems
that the notice must be carried in the sources because indent was
derived from a code of that license. The license is still visible in
regression tests and to some degree in man/texinfo2man.c helping
program.

A partial Latex2e license in doc/indent.texi is recommended to be
ignored as a vestigial form of the complete Latex2e license with
a translation permission.

The Latex2e license with a translation permission is approved for
Fedora. Though an identifier is not yet clear.

Therefore a converesion to SPDX format is posponed.
