Following debian/libdpkg-perl.install _libexecdir/dpkg/parsechangelog moved

into dpkg-perl.
- Removed duplicated entries of _datadir/dpkg/*.mk in %files, following
  debian/dpkg-dev.install now only in dpkg-dev.
