Update modulemd for ruby:3.1 stream.

Migrate to modulemd-packager v3.
We only need one context.
Remove rubygem-abrt from the module as it is not longer present in C9S.
Clean up the RPM API section.

We do not need `sources` file for modules. Delete it.
