Subject: [PATCH] Update to 1.26

- New upstream release 1.26
  - Disable some Unicode-related tests for unhealthy $PERL_UNICODE
    (CPAN RT#117856)
  - is_missing(0) on empty line returns 1 for keep_meta_info=true (GH#27)
