Adhere to Static Library Packaging Guidelines and some minor bugfixes

- -devel subpackage Provides -static (RHBZ#1113070)
- -doc subpackages Requires kf5-filesystem
- Remove %post and %postun ldconfig - we have no shared libs
- Fix directory ownership
